當代戰爭不再只是例外性的單一事件,而是一種跨越軍事、社會與心理層面的複合型災難。本演講將以中國對台灣進行的「灰色地帶衝突」手段為例,包括假訊息、網路攻擊與對關鍵基礎設施的破壞等,探討當代衝突如何模糊戰爭與和平的界線。 講者將結合批判性安全研究的洞見,以及對台灣基層民防組織的民族誌研究,強調一般民眾對衝突做好心理準備的重要性—包括民眾如何感知風險、管理恐懼,與長期維持集體韌性。透過將戰爭重新理解為一種持續且多面向的狀態,本演講邀請聽眾重新思考在當代台灣情境中,我們如何做好準備,應對及度過潛在的衝突。
This
talk introduces war not as a singular, exceptional event but as a compound
disaster that unfolds across military, social, and psychological domains.
Focusing on China's grey zone conflicts against Taiwan, including threats such
as disinformation, cyber attacks, assaults on critical infrastructures, the
talk explores how contemporary conflicts blur the boundaries between war and
peace. Drawing on insights from critical security studies and ethnography with
Taiwan's grassroots civil defense organizations, I will highlight the
importance of psychological preparedness for civilians in the face of
conflicts: how individuals and communities perceive risk, manage fear, and
sustain collective resilience over time. By reframing war as a continuous and
multifaceted condition, the talk invites you to rethink what it means to
prepare for and live through conflict in Taiwan today.
